Lusaka Business and Technical College initially known as Hodgson College, was established in 1956. In order to provide industry specific training skills, the name was later changed to Lusaka Trades Training Institute. Furthermore, to accommodate growing demand for business related courses, the institution introduced Business and Technical courses in the College portfolio and changed its name to Lusaka Business and Technical College (LBTC).

In August 1994, the Ministry of Science, Technology and Vocational Training (MSTVT) appointed a national task force to review government policy on Technical Education and Vocational Training (TEVT) in Zambia. This review was necessitated by significant changes in the national economy and other social factors such as demographic patterns. In January 1995, the report on this review was submitted, after which the Government issued a new policy on Technical Education, Vocational and Entrepreneurship by establishing an Act of Parliament known as TEVET Act number 13 of 1998. The objective of the new Act was to develop a system for Technical Education that would satisfy the demands and requirements of the formal and informal sectors as well as the demands and requirements of the labor market and social economic conditions. Furthermore, the government through this Act, among other things allowed TEVET institutions to operate autonomously on business lines, making institutions to operate on Management Board System.

The function of LBTC’s Management Board as enshrined in the TEVET Act number 13 of 1998 is to:

  1. Provide training in technical education, vocational and entrepreneurship training.

  2. Develop curricula for the institute.

  3. Ensure the standards prescribed by TEVETA are maintained by the institution.

  4. Provide training for the staff at the institution.

  5. Administer the affairs of the institute.

  6. Subject to the approval of the Minister charge and collect fees for tuition, boarding and other services provided by the institution; and,

  7. Do all such things as the Management board may consider necessary to promote technical education, vocational and entrepreneurship training.
